I'm not really familiar with Just-in-Time provisioning, but if you're using Confluence Cloud, we have user provisioning available with Atlassian Access:
If that doesn't help meet your requirements, could you confirm with me what version of Confluence you're on and elaborate on what exactly you require from JIT provisioning?
