I'm using Confluence as a mini-portal for about 75 users... which might later turn into something in the thousands (viewers). Is there an automated way of providing them access vs making it public which anyone could see?

when you want to widely open your whole Confluence (or even Space by space if you need to keep some space restricted) use groups.
You can have some groups that read & write and other that while only read the space.
I have the same configuration and for security reason there is no way to share our content to public.
