you don't need any app for that - just go to the User Management section, click on a user to go to their details page, you will have a "Log in as user" button in the top right corner of the page.
@L2 Application SupportUnfortunately it is not compatible with Cloud. One of the reasons is that in Cloud, the user login is handled through Atlassian ID, and not in the individual instances anymore.
