Pricing clarity is not maintained. It shows free here, but when we contact vendors, they ask for the asking licensee's costs.

Welcome to the Atlassian Community!

I think you might be mixing up three things here (which is very easy to do, as this is not the most simple of cases)

  • Jira is an issue tracker 
  • Practitest is a test tool 
  • In the Atlassian marketplace, there is a Practitest app that you can add to Jira to help you integrate the tool with Practitest.  This is not an implementation of Practitest. It just helps the two tools talk to each other when installed in Jira.

I suspect when you say "free here", you are looking at the Practitest app.  Then when you "contact vendors" they are telling you that Jira and Practitest are paid applications.
