Jira workflow integration with 3rd party monitoring tool

VuSmartMaps is AI based monitoring system and one of our client is using JIRA workflow and they do not have JIRA API license for integration with our monitoring system. Request you to help us by providing other options for the integration and is bi-directional integration possible? If we could develop custom integration could you refer us to any documentation which will be helpful.

There is no "Jira API licence".  Jira has an internal API which apps and applications can use, and a REST API that remote systems can talk to it over.

If you want to do all your "integration" from outside Jira, in a monitoring system, see https://developer.atlassian.com/server/jira/platform/rest-apis/ (The other thing you might do is write your own app to add to Jira, but that's a lot more work and support than using the REST APIs to "integrate")
