Is there a way to open the JIRA and Qtest "sections" on an issue type after issue is locked?

This is a frustration point. 

Once an issue is locked, you can't click on the Qtest and VERA buttons on top and see the information for those sections.  You can open the sections but no data displays. Is there any way around this?
