Create role or group so that managers have access to only create a Project

Hi,

We have a requirement where we want to provide permission to set of people to only create the project and not all the site level admin access.I found a option under global permission " Create independent projects".But here the problem is it only allowing me to create agility project and doesn't have option to see the all project settings like workflow and issue type scheme.We don't want to give the admin access.Is there any otherway, where we can restrict access and allow to create a project.

There is no way to do it. Current Jira permission model does not let you have only the Create project permission.

With " Create independent projects" permission, when we create project we don't have option to choose template.By default its Agility.Can't we change the template here.

No, you can not change this template. it is a special project for users without admin permissions to create projects. By Independent projects are limited in its features.
