Add a new linked issue that is mentioned in the description

I'm trying to add an automation to add a related issue link between two stories when one is mentioned in the description of the other, but only when it is not already a related issue. this is what I tried, but it always adds the related issue, even if it is already a linked issue of another type (blocked by for example). How do I fix this?
