We really appreciated your great questions about categorizing work, like when to use issue types, labels, and categories. Everyone has slightly different ways of thinking about these — for me, I like to think of it as a hierarchy.
Issue type is the highest level, so I usually only have a few per project that describe the type of work happening (think campaign, deliverable, or just task).
Next come categories. Two campaigns could have the same set of activities involved, but serve different audiences, so that's where I would use categories.
Labels are even more detailed. Each campaign could have multiple labels to help you make sense of the work and group it with similar workstreams.
