How can we disable "Quick Comments" in comments field?

The Quick Comments are distracting and take up a lot of real estate in the empty Comments field and they're not necessarily relevant. They're certainly not 'needed' in comments. 

How can we disable them? I'm not able to find any mention of the 'feature' in Admin tools or in community threads - maybe they're not "Quick Comments" (although that's the html tag around them)?

Currently there is not an Administrator accessible setting for this.

You can reach out to Atlassian through a support case to ask them to disable it:

Here is a suggestion to add a configuration option to hide / show the quick comments for issues.  You may vote for / watch it to see progress.

For clarity can you provide a screen image of what you are seeing?

I think you are referring to these options that appear within the Comment edit field in some Jira Cloud systems.

If so, then my original answer still applies and, unfortunately, the change request referenced by @Bill Sheboy  is not relevant.
