I'm currently working migrating to Cloud.
I noticed that on DC, we have this on custom fields:
Also on screes, I can see the type of field and has the "Show when empty" option.
Is this provided by an app or is just on DC? I think it is just on DC but would like to consider the answers of the community.

In Jira Cloud the Custom Fields screen has a similar display:
The "Hide when empty" option is not available in Jira Cloud in the Screen configuration. Instead "Hide when empty" is part of the Issue Layout.
