Creating a new workflow status problem

Tried to add a new status to a workflow, but the "add" button became grayed-out.

Tried to do it on a different workflow and got the same results.

Was something changed recently in the way we add Statuses to a workflow?

And in the panel screen, I can't create a new status. What should be happening?
