Hi @Ennoble Technologies 

So one way is if at all in the project you want only some set of user the permission to transit the issues, then you can make use of "Transition Issue" permission, this permission helps the user to move the issue from one status to other.

The other way is that if you want only particular user,roles or groups to transit a particular status , then you can set "conditions" in the workflow transition, conditions in a way that only the user, roles or groups can transit from this status.

And you have View Read Only Workflow permission. this permissions can be assigned for a users,group or roles where only they will be able to see the workflow.

So based on your requirement any combination of these or individuals will help you with this.

What do you mean by 'workflow access'? Do you want to restrict view workflow from the tickets? Or access t create and edit workflows?
