My company is not specific, they keep saying they just want to be compliant or on a version that has support.
I would hate to do a lot of work and upgrade to a version that will be out of date soon.

So I would recommend to have look on all the release notes and see if all the features or plugins work for you with the version selected. Have it tested in dev and then move to production upgrade

We are going to 8.0, does that mean we need a new install ? surely you cant just upgrade from 7.3.

Are you on datacenter or server? Version 8.0 have many changes, I would say upgrade to 7.13 (which is supported version) and then to 8.0. Try it in Dev/staging then do the production
