You can use workflow automations to set up a post function to automatically add the watchers to the issue.

There is one more option to achieve this using 'Automation for Jira' app by creating a Automation Rule under the section Project Automations in a particular project. Or if you want the rule to be applied globally irrespective of any projects to certain issue type you can configure a Global Rule.
