Extended Project Administrator feature set

Greetings. I wanted to reopen the discussion around extended project administrator feature set.  It has been discussed at great length in the past but I wanted something more current, although I'm basing this on 7.10.2 and whatever I could find in the community forums that would apply to newer versions.  I have opened four suggestions for additional features I think would be a nice addition to the existing, somewhat limited, feature set for project admins.  Please feel free to vote on them or point out where these have already been added to newer versions.  I am curious what the community thinks.

Being able to edit the advanced workflow options would be nice. https://jira.atlassian.com/browse/JRASERVER-68689 requests the role be granted access to change the transition screens and other options, including triggers and post functions.  

In addition, the screen schemes could be opened up to allow project admins to add and remove fields. https://jira.atlassian.com/browse/JRASERVER-68690

Also, it should be okay to allow project admins to make fields required as well.  https://jira.atlassian.com/browse/JRASERVER-68693

Lastly, being able to have more control over issue type and workflow schemes would be very useful.   https://jira.atlassian.com/browse/JRASERVER-68692 requests the role be granted access to add and remove issue types and associate them with existing workflows.

Hello - we're just running into this issue now. We have made it possible for people to request new Jira projects for themselves (we automated the creation), but they will still be reliant on us for something VERY common, which is the need to add screens to workflow transitions.

Any idea if this is coming, or has become available since 8.5.17? We'll be upgrading to whatever the next LTS release is in October.

The inability to add a screen to a workflow transition just seems like a ridiculous oversight.

If it's not coming, we'll probably come up with an automated method of allowing people to do it through a form, using ACLI or something.
