Edit in the Operations column - not visiable

Within the User Management tab, I attempt to deactivate a user and perform

1. Select Administration () User Management and find the user in the user list.

2. Click Edit in the Operations column.

> some users appear to have the Edit dropdown and some don't.

I am attempting to deactivate a user who has never logged in and the Edit field in the Operations column is missing.

> Does the user have to attempt first login in order for the edit to appear or is the Edit dropdown missing for some reason?
