Dashobard - Time Reports Gadget - Data not showing up for the other team members.

We have Team Leads with around 5 team members.
Team leads needs to monitor the Time Logs of their team members.

Above is the Dashboard created.

This dashboard shows the data for the self only.
their team members data is not visible/accesible.

Note:-
1. Team Leads - They cannot be made trusted users as they account to the billing of - Service management service.
2. They cannot be made admin users as we wish to restrict few things from Jira.

What level of access can be provided so that they can view the Dashboard of their team members?
