The complete theme is dark but only the goals module has a light theme. It's a bug or glitch whatever. I didn't find where to report this bug so I added it to the community.

Welcome to the Community! 

Dark mode is a recent feature for Jira.. and is supported by the Jira .. but might not be supported by third party App vendor yet.. you would need to check with the App vendor if they have added Dark mode support for the App
