Confluence Actions Vs Jira Issues

We are in the process to start using confluence to manage a big project. We are in the analysis phase and the minute meetings include some tasks for our employees. 

What is the best practice for these tasks? Create Confluence Actions in the minute meeting page or create jira issues in a linked project. We have both Confluence and Jira Software servers.
