Depends on your operating region and the marketplace within it.

Experienced Jira admins are widely sought after in general, but the market is shrinking in the Jira Server/DC field because Server is going away, and those staying on DC are larger sites, often with long-term relationships with Atlassian or partners (who, in some regions, have hoovered up most of the experienced admins!), really do need the more experienced admins.  

Cloud admins do not need to have such a huge range of skills and understanding that Server/DC admins need because the underlying hardware and platform are not under their control.  They can concentrate on the Atlassian, people and process skills needed to be an admin

Your best bet is to get as much experience as you can, whilst trying to get certified as an Atlassian admin!  The certifications tell people you know your way around!
