Breaking down stories

Hey guys,

I'm a delivery manager responsible for three teams and I'm trying to make them more efficient and find better ways of working.

We release fairly regularly (about four times a day), but I really want the team to start breaking tasks into more manageable chunks.

What are your thoughts on the best way to do this? Should it be done in grooming/backlog refinement or in planning.

Any advice would be great!

We use JIRA 7.12 server version.

As I am our team's Product Owner, I am continually refining the product and sprint backlog.

However, regardless of the amount of refining as I do, there will *always* be additional refinement 'discoveries' during Sprint Planning -- because I think functionally and our Developers think technically.

So, the answer to your question is: In BOTH situations! :-)
