What access required to change JIRA Workflow

Hello Team,

I'm using JIRA for our internal Project Management. We have created a project with Default WorkFlow and no I want to change it to custom WorkFlow

Please share the documents on

* How to create Custom Workflow
* Access Type Required to create Custom FowkFlow
