There are warnings like "User named [user@company.com] not found. attaching to issue with currently logged in user instead" during importing issues to Jira.
The most interesting thing is that issues were imported correctly and assigned to the correct user, but attachments produced specified warning.
Format of the attachment field I used is:
2020-09-16 04:49:26;user@company.com;Some Fancy Name.png;https://storage.company.com/jira/attid
Again, the very same email is used as user identifier for reporter/assignee fields and it worked fine there. Date format is the same across all fields and is set correctly for the import process.
Import is initiated through admin web interface "Settings => System => [ Import and export ] External System Import => CSV".
Please advise what can be the reason of such strange importer behavior.

And I have an idea that I thought was worth asking. Do you know if the user(s) in question have the "Create Attachments" permission in the project you are importing these issues? If they do not I can see that being one possible cause as to why you would get that warning.
