String of numbers instead of user name

Question

When clicking on Reporter of an existing issue, the text box shows a string of numbers.  Clicking accept (check) registers properly and user name shows up.  When typing in user name instead, the user is not recognized.  Also happens when creating a new issue.  The behavior is the same regardless of project, issue type, etc...

I am the admin, and the user in question.

That post does not resolve the issue.  Still can't change the Reporter.  Even when I type the name of an Admin person in the Reporter field.
