I have a scenario where I need to categorize an issue as 1 to many of 1900 potential options.
Is a Select List (multiple choices) the right solution here? It doesn't look like I can upload my list of 1900 options, which is problematic. Also, I can't find in the documentation if there is a maximum number of options for a select list.

If you are working with a Team Managed project, the Dropdown list can have a maximum of 55 options per this document.
According to a 2020 answer on this post there is no hard limit on the number of options in a Selection List custom field (for Company Managed projects). However 1900 is a very unwieldy number of options for your end users, and that large of a data set will impact performance.
In encourage you to look into alternate implementations.
What is the use case that you need 1900 different values for a single field?
