Is it possible to do field maintenance using Rest API in Jira Cloud?, i.e. update the selectlist values in Jira admin (not updating the values in a Jira issue, but in administration). Thanks.

I do not believe that is possible yet with custom fields added directly to Jira through the UI. Please see this post for more information and for links to the suggestions to add this feature:
