@홍성범 Welcome to the Atlassian community.

2 things that come to mind.  

 

1) You might not have the Jira Service Management Customer License.  You'll want to talk with the Jira Admin/owner to provide you with this.

2) You might not be a customer of that specific portal.  In this case, you would want to talk to either the project/portal owner OR the Jira administrator.

1번 사항 처럼 고객 라이선스가 없는 경우에는 라이선스가 있는지 없는지 어디서 확인해볼수 있나요?

프로젝트 설정 > 세부 정보 탭으로 이동하면 

'문제가 발생하였습니다' 라는 문구가 나오며 다른 설정이 불가합니다.

이제 이 문제는 해결되었을 것입니다. 며칠 전에 Jira에 사고가 있었습니다.
