I want to to know how to remove this section from an email after an issue has been resolved/done for a Jira Service Desk Classic project.
I have reviewed all customer notifications, workflow, transitions,etc and I cannot find out where this functionality exists to modify it. Please assist.

There should be a 'Satisfaction settings' menu entry in your Project settings if you're using a classic project. For next-gen, it's 'Customer satisfaction'.
