Hello @hoang hieu

Welcome to the Atlassian community.

You mentioned in the title that you are using Jira 8.3, but your post tags say Jira Cloud. Jira Cloud is a software-as-a-service product. As such, it does not have a version. If you have confirmed you are using version 8.3 then you are using self-hosted Jira Data Center.

Adding a status can be done by a Project and Board administrator only when the project is using the Simplified Workflow. With a simplified workflow issues must be able to transition from any status to any status with no Conditions, Validators, or Post Functions.

If that is not the case for you, then you will need to contact a Jira Administrator for your system to ask them to add the Status that you want.

You can refer to the following document for details about which permissions you need.

https://bitbucket.org/atlassian/jira_docs/downloads/JIRASOFTWARESERVER_8.3.pdf

To be able to create sprints in a Scrum board you must have the Create Sprint permission in all projects referenced explicitly or implicitly by the board filter. If you want to take other actions with sprints, like start them, complete them, reorder them, edit them, delete them, and move issues in and out of them, you will require additional permissions which are detailed in the above document.
