Users in our organization send an email (to our service desk address) and a ticket is automatically created.
Emails can only be sent from our domain
We would like to stop some accounts from doing this (i.e shared email accounts).
Is there an option to 'blacklist' certain addresses ?

Hi Kevin, you need to remove these emails from the Customer list for the project. That is the only way OOTB. Now, you mention "from your domain". If you want to restrict creation of issues to users at the domain level please look at Project settings > Customer permissions and you will see the following....
allow only people with accounts on https://fortsol.atlassian.net to send requests, change the global settings.
