Turn On Notifications for all customers by default

Is there a way to change customers that are added to an organisation to have notifications on for all tickets in that organisation, by default? Or do they have to do that on a ticket by ticket basis?

Welcome to Atlassian Community!

When it comes to notifications to organization members, they currently receive only one notification informing them that the ticket was shared with them and they will have to go to the ticket and turn on the notifications. 

It's not possible to change that. There are feature requests suggesting the implementation of this ability:
