We are a cyber security business with a SOC and we are currently considering switching to JIRA.
Our SOC team will need JIRA service management, but at least half of our team will only need to access JIRA work management for their project tracking.
Is it possible to have half of our staff with JIRA service management licenses and the other half with (the cheaper) JIRA work management licenses?

Yes it is.
I'd also consider whether the team with Jira Service Management (JSM) licenses should also get Jira Work Management (JWM), in case they need to do internal work.
JSM licenses would be granted to the half that need them based on product access, controlled from the Admin panel.
Just as a side-note, Apps added would be based on whichever product has the higher user count - for example:

That’s encouraging that it’s possible… I am not able to see how it can be done via the Admin panel though.
I am only getting the option to assign Service Management, Confluence and Atlas licenses.
Any idea how I can “downgrade” a user from Service Management to Work Mangagement? Is it due to me being on a free trial at present perhaps?

Interesting - but does this user class as a Service license?
The "Customer" role should not increase your license usage, only "Agent"

Thanks Ste - yes, it was the billing tab that I needed to view for purchasing JIRA Work Management licenses before assigning them. All sorted now

Welcome to the community. The answer is Yes, I agreed with what @Ste Wright stated.
JSM licenses are based on Agent assignments, users with JWM doesn't required JSM agent license as they will not be handling issues raised in the JSM projects (i.e. accessing the issues via the project UI for JSM).
