Post renewal of SSL certificate, We have observed whole JIRA front end is coming  in JAPANESE. So we have changed the default language to UK_ENGLISH & Then had restarted the application. Post application restart 30% of front end has been converted to English and remaining screen is showing in JAPANESE.

So we have uninstalled JAPANESE language from the installed plugin & Then had restarted the application, Post which all the screens are coming in English except MANAGE DASHBOARDS & INVESTIGATION DASHBOARDS.

 So we have removed the JIRA applications INDEX,WORK directory and  temp  directories as well  & Had restarted the application  but there is no use of this, Still we are getting Japanese language on  MANAGE DASHBOARDS & INVESTIGATION DASHBOARDS.

Did you instal SSL certs into Tomcat (JIRA)? OR Did you use any webserver (like apache, nginx) and loaded certs into them? If so, could you make sure to restart the web server and see  certs are loaded fine. To distinguish, if this a cert problem, you might remove certs and access with http and see if they're loading fine (Dashboards / gadgets). You may try to clear the JIRA plugin cache after stopping JIRA (JIRA_HOME/plugins/.bundled-plugins, JIRA_HOME/plugins/.osgi-plugins)   and check if that solves the problem.
