Move JSM licenses from one site to another

We have build company projects under site A (cloud) for proof of concept, when the licenses purchased , we found that it is under site B (cloud), does anyone know if we can transfer the some of the licenses from site B to site A so we can continue to test this Proof of Concept solution we built?
