We have some email domains that are actually Portal only customers. But the JIRA migrator tool keeps transferring them as Users. I can make them as not trusted domain but then I will have to modify the email address and then the customers will not have access
Can anyone tell me how to ensure the email domain is recognized as a portal only customer and not as a user?

Is this a Server > Cloud migration? If yes, are they customers in Server?

If this is a different migration (eg. other ITSM tool > JSM), you want to ensure when migrated in the users are provided access to the role "Jira Service Management - Customer"
You can set this per Group also. If you select a Group, there should be an option on the right-hand side to "Edit group's access". In the next screen is a tab for "Customer access" - add the Group in here.
