We created a JSM project to capture finance related questions. Given the potential sensitivity of the questions, we want to limit access to issues to only admins/agents and the individual that submitted the issue. Right now, anyone with access to the submission form can see all issues in the queue. Thanks.

JSM has the concept of "internal customers", which you can use to restrict access. For more detail, see this announcement posted in the community last year:
