My organisation has a number of managers which can approved access to systems for employees they are responsible for. These managers do not consume an Atlassian license. Can new 'systems access' jobs requiring a managers approval who does not consume an Atlassian license be configured to review and approve jobs via email or weblink?

Sure - users which are customers (who do not require a license) can approve requests.
You could...
...then, the managers could be provided a web link to the ticket on the portal, where they can choose to approve or reject the request.
