Hello Community! I have a situation that has left me a little confused. My environment has a policy configured for my domain and therefore uses SAML, but for clients who only access the portal and are not from my domain, do they apply the external user policy? Do I need to manually include their emails?

Are you using Atlassian Guard ? If so, you can configure multiple Authentication policies. You can decide per user to which authentication policy a user is assigned.
You can setup an authentication policy without SAML, and assign your customers there.
