Assuming Jira service desk project has 3 agents, when customer reports an issue via help center, can that issue be re-assigned to Jira user(technician or developer) to resolve it, such that time can be logged for solving the issue as well?
JSD issues can only be assigned to a JSD agent for the project in question. You can Create a linked issue in the JSW project.

In cloud there is a Create linked issue. No admins are not agents.
