Right now to add customers to a Jira Service Desk I would have to paste a comma separated list of email addresses into the Add Customer dialog. Jira will send an email (unless the feature is turned off for your project) to those emails to sign up for Service Desk. At that point, we'll get first name, last name, etc for the customer.
Is there any way to pull this list from an external feed? The idea of manually maintaining customer data within Jira is not an option as it's already available externally.

when you already have the user information externally, you could also create those user form external with the REST API: Create Customers

Thanks for the details! If I use the REST API initially they won't be prompted to create an account to access the customer portal, but how difficult would that be to do in the future?
