How to create a Queue?

Trying to add Queues to a project. Many of our other projects have Queues but I now need to add Queues to another project.  I have searched and fumbled around but I haven't found an option for adding it via our Jira Service Desk.

We are currently using JIRA Service Desk 3.16.8 (Enterprise update due soon).

"Queue"s are a specific feature of jira service desk. You project has to be of type "Service Desk" in order to use them.

In your top screen shot, that is a software project, not a service desk project, you can not add queues to a software project.
