I am trying to figure out how to have an email sent to specific email addresses when a new ticket is created. There are a few people that aren't agents that need to be notified when a new ticket is created, how can I set this up?

when I understand you right, you don't want to have them as users inside Jira to be notified.
You could create a web hook on issue creation. The receiving web server fires then the mail to your extra recipients. Could be realized with a simple PHP or Perl script (server sided).
