How can I ensure every user is automatically added as a service desk customer?

We just rolled out the help portal for support for two projects in our jira instance. We quickly found that some legacy employees were never given service desk customer access. Even though I thought I had its setup to allow users without access to give tickets they received a 403 forbidden. I am looking for some ideas/best practices to ensure all users get customer access.
