I am wondering if it is possible to allow open access to the service desk, and if so, how can I do this so that the user doesn't need an account to submit a ticket from the web?
There is not an option for this. Users need to have an account to open issues. They can be automatically added as @Alex Christensen indicates. If they only ever use email for opening/commenting on issues then not login required but if they use the portal then they need to login.
You should be able to configure this under Customer permissions in the Service Desk project.

I've done this but it still prompts for a login when they go to the portal.
