Hey Pascal,
I'm going to assume you're referring to a Server install, vs perhaps Jira Cloud.
During your first startup of Jira, the install wizard will guide you through creating an administrator username and password. If you've lost this information, you can reset the credentials in the database.
We've got a guide available here to help guide you through finding the admin username and resetting the password. If you're using the embedded HSQL/H2 database, we have separate instructions for that.
If there truly is no data in your Jira install, you could also just delete the dbconfig.xml file from Jira's home directory. This will cause the install wizard to run again allowing you to connect to a database and create a new username/password. Beware that this will orphan your previous database, so only do this if you are truly sure that you do not have any data in your Jira install.
Cheers,
Daniel
