I am trying to have email notifications sent out to the owner when the 'Owner' field is assigned to someone.
Would I just select Event 'Issue Assigned' and then select 'Owner' from the 'User Custom Field Value' selector?

How notifications work may very if you're using either a company managed or team managed project.
For team managed projects navigate to Project Settings > Notifications > Internal notifications. Then, for the request assigned notification, select the current assignee to be notified (you can add other options too):
In company managed projects, internal notifications are managed from the notification scheme. Again, navigate to Project settings -> Notifications and make sure that the current assignee is added to the Issue assigned event.

To be clear, I want a notification to be sent when an person is assigned to the 'Owner' field. NOT the 'Assignee' field. Does that matter?

On a side note: the owner of a ticket in Jira is out the box managed through the assignee field.
The owner you refer to, is most likely a custom field added specifically in your instance. As there is no built-in event to track changes of that field, you cannot use the built-in notification mechanisms. Using assignee instead may make life much easier;
If you do want to work with the owner field, automation rules may provide an alternative.
