Can you create an automation/rule under a parent or does it have to be under project settings? I don't have access to the project settings.
Welcome to the community. Automation rules by default is done at each project's level (via project settings). Some rules can be promoted to Global rules which can be applied to other projects - But they are managed at the Jira system level (done by Jira admins team).
Important note - who will be the rule actor for your rule? The rule actor must also have the rights to execute the rule against the project. So it is not just for the one who has the project admins for creating the rule.
I recommend you to work with your Jira admins team to create the rules which based on your ask they are meant for Global rules and not isolated against just a single project.

You would need to set the Rule as Multi Project or Global and it would need to be managed by a Jira Admin as opposed to a Project Admin, but you can set behaviour based on Parent Child relationship via Branching rules.
We use these branching rules across our instance to ensure hierarchy is correctly set and fields are updated.
