Changes on affected services in incidents - need to be alerted to parent service

I have created services with dependents. E.g. - Service 1, an application is dependent on Service 2, the server.

A change is created on Service 2, the server because we have to bring the server down for maintenance.

A user is trying to access Service 1, the application on the server that has been shut down for maintenance but obviously cannot access so an incident is created on the helpdesk.

The helpdesk admin checks the ticket, see's it is an issue with the application and adds the affected Service 1, the application in the incident

No information appears that the parent Service 2, the server is down for maintenance.
