i'd like to ask a question. We can't give access to a project to certain people, but they have to watch some of the tickets that are in the Project. Can I give them Permission to only see certain Tickets on the board?

Access to tickets on the board requires people to have access to the project (browse project permission). As soon as you do that, you would make sure to apply security to all issues, so you can define at issue level which issues people can see or not. You can do that by implementing issue level security.
Since you tagged this questions as related to JSM, you can also make these issues visible via the customer portal. The view they have is limited in that case. On the customer portal, people can see the tickets they created or the ones they are added to as request participant. If you have defined organisations, people can also see tickets shared with their organisation.
